Digital Accessibility

Since 28 June 2025, the Accessibility Act (BaFG) sets out binding requirements for digital services in electronic commerce. These apply in particular to websites with online booking systems, webshops, and digital appointment booking tools.

The following content includes key excerpts from the applicable laws, standards, and guidelines.

Scope of Application

  • Websites with online booking functionality

  • Webshops (e.g. for vouchers or products)

  • Apps and online appointment booking tools must be designed to be accessible

  • Exemptions may apply for micro-enterprises (see the Act for details)

Technical Requirements

Technical requirements are based on the European standard EN 301 549 and the international Web Content Accessibility Guidelines (WCAG 2.1, Level AA).

  • Text alternatives for all non-text content (images, graphics)

  • For videos: subtitles and audio descriptions

  • Sufficient colour contrast

  • Keyboard navigation

  • Clear page structure with headings

  • Compatibility with screen readers

Documenting Accessibility

  • Publish an accessibility statement: an accessibility statement on the website demonstrates commitment and documents the current status, significantly reducing the risk of penalties

  • Provide a contact option for accessibility feedback

Possible Legal Consequences

The Federal Social Office (Sozialministeriumservice) acts as the market surveillance authority. In the event of non-compliance, administrative fines may be imposed, the amount of which varies depending on the size of the business. For first-time or minor violations, the principle of "advice before penalties" applies.
